
Global efforts to protect the ocean are falling significantly short, according to a new study published Monday in the journal Proceedings of the National Academy of Sciences. While a United Nations environmental initiative has ambitions to formally protect 30% of Earth’s oceans by the next decade, researchers say that 2030 goal isn’t even close.
Area vs. Effectiveness
Researchers led by Australian scientists describe the goal as about 28% out of reach, arguing that current strategies are being undermined by a primary focus on total area protected rather than realized conservation outcomes. The group analyzed fish populations in 552 marine protected area zones, focusing on shallow coral and rocky reef areas, comparing them to unprotected areas. This specific selection of habitats is critical because these regions serve as vital nurseries for countless marine species and are highly sensitive to human interference.
The scientists concluded that few MPAs actually accomplish their nominal task, with many lacking strong restrictions and high compliance. At best, they estimate that less than a fourth of MPAs succeed at providing effective protection for shallow reef ecosystems. If shallow reefs reflect broader trends, less than 2% of the ocean currently receives meaningful biodiversity protection, compared to the 9.8% figure UN members have reported toward the Kunming-Montreal framework. This stark discrepancy suggests that the vast majority of designated areas fail to deliver the biological benefits intended by their creators.

Policy Gaps and Enforcement
192 UN member states have ratified the Convention on Biological Diversity, a treaty devised in the 1990s to promote international environmentalism and sustainable human development. While the United States still stands alone in refusing to ratify the treaty, the agreement serves as a prominent benchmark. This legal framework was originally established to address the loss of species and ecosystems, aiming to create a unified global standard for environmental stewardship that transcends national borders.
Like other UN agreements, actual enforcement of the treaty’s encompassed targets and policies falls upon individual states, which can invite ineffectual self-policing. Because there is no global police force to patrol the oceans, reliance on national governments means that compliance varies wildly depending on local political will and resources. The absence of a binding global authority creates a loophole where nations can declare vast swathes of water as protected while continuing to allow extractive activities to continue unabated within those boundaries.
Environmental conservation, in practice, is about much more than percentage points on paper. The scientists warn of an international “concerning and pervasive tendency toward overestimating the effective protection provided by the global MPA network,” mentioning illegal fishing as a primary factor in weakening MPA efficacy. This illegal activity, often referred to as “pirate fishing,” operates under the cover of darkness and sophisticated technology, systematically bypassing the restrictions meant to safeguard marine life and depleting fish stocks regardless of the legal status of the surrounding water.

The researchers argue that simply labeling an area as protected doesn’t change the reality on the ground — or underwater. Not all protected areas are created equal. If shallow reefs reflect broader trends, less than 2% of the ocean currently receives meaningful biodiversity protection. This gap highlights a systemic disconnect between administrative designations and on-the-ground results, where the illusion of conservation often masks a lack of genuine enforcement.
The Way Forward
Both figures remain distant from the 30% ambition, with a timer of less than four years to make up that sizable difference. The team believes 30 by 30 isn’t out of the question with heightened enforcement and social awareness. However, they say simply considering MPA percentage points while not analyzing effectiveness “is akin to enacting international policy change to mediate global carbon emissions but failing to monitor subsequent changes in atmospheric carbon dioxide.”
